WHEN DO YOU NEED A PASS?
The Loreto Bay National Park encompasses the beaches, the Gulf of California waters and the islands adjacent to the shores of Loreto, Nopolo, Puerto Escondido, Tripui, Juncalito, Ligui and Ensenada Blanca. Most visitors and tourists who want to do recreational activities in the Loreto Bay National Park (e.g., kayaking, supping, or just going for a swim) are required to have a Park Pass (some exceptions apply - see below “Who Needs a Pass?”).
WHO NEEDS A PASS?
Not everyone needs a pass. If you are a "resident of Mexico" instead of a "tourist" you do not need a pass IF you live adjacent to the park. So, for people who live in Loreto, Nopolo, Puerto Escondido, Tripui, Juncalito, Ligui and Ensenada Blanca, you do not need a pass if you are a Mexican resident AND you have proof of that with you on the water. If you want to go to any other park on the Baja, you'll also need a pass. There are some exemptions - for example children under 12 do not need a pass.
If you are a tourist, then you need a pass.

Annual Passes are available online (money saver if you're staying in Loreto more than 2 weeks). The Annual Passes also give you access to other Baja parks.
